Summary

Fix Cloud Build poll loop (was exiting on WORKING status)
Pin Node 24 across Dockerfile, CI workflow, and package.json engines

Test plan

Poll loop uses while/case instead of broken until
Node 24 pinned in all three locations
Deploy workflow passes on merge
